Not Believed, Not Ignored
Some lies succeed by making people respond, not by making them believe.

You can disbelieve a lie and still be put to work by it. The sender may want a costly response, not a convert. Assessing such a lie only by whether anyone believes it misses the intended result.
A plane can remain grounded while the people searching it expect to find nothing. They are answering two different questions: is the warning probably true, and is departure safe enough? A needless search costs time; a mistaken clearance may cost lives. When that imbalance warrants verification, recognizing that a threat is likely false does not authorize departure. Skepticism and precaution can be operating correctly at once.
A properly served lawsuit can impose a similar burden through a different mechanism: the duty to answer is procedural, not a calculation of danger. Ignoring unfounded allegations can produce consequences separate from their merits, while eventual dismissal does not recover the hours spent responding.
In both cases, a sender can impose work out of proportion to the effort of making the claim. A short warning may require trained staff and hours of inspection; a filing may require records, lawyers, and replies. The sender's leverage lies in obligations that survive disbelief, rather than any skill at persuasion.
There are limits. The cost of responding and the credibility of a claim matter alongside the possible harm, and some uncertain warnings rationally receive no response. Nor does every accusation create a procedural obligation merely by being uttered. An institution need not prove a claim false before declining to act.
But where verification is warranted or an answer is required, discovering the lie may be the last step of the disruption, not an escape from it. The conclusion can be correct while the bill is exactly what the sender intended.
A lie can fail as persuasion and succeed as an assignment.
