The Bell’s Other Job
When asking for help also triggers inspection, greater competence can make bad choices harder to see.

A workshop supervisor visits the apprentice’s bench only when the help bell rings. As the apprentice improves, the visits become less frequent. When oversight is triggered by difficulty, increasing competence can reduce scrutiny without reducing the need for it.
The bell was doing two jobs. It summoned assistance, but it also exposed decisions to inspection. An apprentice asking how to fit a cheaper component reveals a substitution the supervisor never approved. The supervisor can question the choice as well as demonstrate the technique. A skilled worker can make the same substitution without asking anything. The part may fit perfectly while remaining the wrong part.
In organizations that review work only when someone asks for help, difficulty determines what becomes visible—not consequence. A trivial snag can produce a long conversation. A consequential departure carried out smoothly can produce none.
An automated purchasing agent can inherit this arrangement if only stalled transactions reach a human reviewer. An early version may need help with unfamiliar supplier forms. Those requests also reveal which suppliers it is choosing. A later version completes the forms unaided. If a chosen supplier violates the organization’s labor standards, that conflict has not been resolved by better form-filling. The occasion on which someone might have noticed it has simply disappeared.
No deception is necessary. The worker and the agent can follow the reporting rule faithfully: ask when stuck. Your arrangement removes supervision as soon as they no longer need help finishing.
Competence can reduce errors and with them some of the need for review. Fewer help requests can therefore be excellent news. Independent sampling or audits of outcomes can preserve scrutiny while execution improves.
A shrinking exception queue can mean better performance, less visibility, or both. It cannot, by itself, establish that the agent’s choices are acceptable.
The bell reports difficulty. It does not certify the work.
