A Budget for Abandonment

Software agents can disrupt budgets that depend on people abandoning valid claims.

The refund policy is sincere. So is the business plan that assumes most of you will never collect. An institution can pay every valid claim it receives and still depend financially on many valid claims never arriving.

This does not require a conspiracy. Records fail to connect. One department requests what another already holds. Each demand makes sense in isolation; together, they make a valid claim expensive to finish.

Forecasting the resulting abandonment is not the same as needing it. Dependence begins if expected savings are committed to lower prices, other spending, or promised returns, leaving little room for a substantial rise in completed claims. A staircase built without hostile intent can become something the accounts require.

Consider a reliable software agent, authorized by you, that retrieves documents, completes forms, and follows up. A refund not worth two hours of your attention may be worth a few moments of supervision. When persistence becomes cheap, a forecast based on your giving up can fail.

Cancellation carries the mechanism into revenue: an agent completing a valid request ends charges that persisted after you decided to leave.

Legitimate controls remain necessary; automation may even leave the institution better off if processing savings exceed the cost of additional claims. Resistance to agents is not a confession of dependence on obstruction. The distinction is between verifying claims and relying on valid claims to remain unfinished.

If processing savings do not cover the extra payments, an institution may have to accept lower margins, raise prices, or narrow its future promises. The savings from abandonment need not have produced an unusually large profit. They may already have reached other customers as lower prices, giving them a financial stake in someone else’s unfinished claim.

The expensive innovation is not a new right. It is a claimant who finishes.
