The Authority to Proceed

You can put a microphone at every seat around a committee table and leave one person in charge of calling the vote. Now give each member a machine that drafts a detailed objection in seconds. If objections multiply faster than even machine-assisted review can handle, cheaper arguments strengthen whoever can end discussion without answering them.

The objections need not be foolish. Some may expose failures the committee would otherwise miss. When there is time to examine them all, submitting a credible objection usually buys attention. With a persistent backlog, it buys a place in a queue whose order and cutoff someone else controls. Members gain more ways to request time; the chair gains more discretion over whose reasons receive it.

The chair decides whether an objection warrants another hour, falls outside the agenda, or repeats a concern already noted. “Already covered” can dispose of twenty pages without disputing a sentence. The chair need not acquire a single new formal power. The same right to close discussion now determines which objections get examined before the committee commits itself.

The important division is between objections that can suspend a decision and objections that can only accompany it. Where members cannot compel an answer before the vote, producing another argument need not increase their leverage. Once unanswered objections are routine, their mere existence loses force as a reason to postpone the vote.

Machines can also accelerate review; if review keeps pace, this shift need not occur. Reasons can still change votes. An additional calculation may settle a testable dispute, and a documented error may turn enough members against a proposal. A chair whose closing decision can be overruled faces a different balance of power.

Where review falls behind and objections cannot compel a pause, the increasingly valuable power is deciding which unanswered objections no longer have to delay action.
