The Missing Defenders

At shift change, a factory gate wide enough for a crowd releases only a few workers. Behind them, the machinery keeps running.

When an industry needs fewer local workers, it can also lose people with a personal reason to defend its presence. Company accounts record the saved wages immediately. The missing defenders may not become visible until the next contested permit.

A factory’s payroll gives households something to lose if it closes. That interest extends to shops where those wages are spent, and to relatives who would have to help a newly unemployed family. A worker can dislike the owner, demand cleaner air, and still argue that the factory should stay.

Automation can preserve output while thinning this group. The same nuisance now meets fewer residents whose income depends on the facility. That support can be hard to replace with advertising: a neighbor describing their livelihood makes a different claim from a company defending its balance sheet. Those advocates were never listed in the public-relations budget.

In disputes over proposed data centers, construction jobs can obscure this difference. Building the facility may employ many people; operating it may require relatively few. The temporary wages matter, but they do not necessarily give those workers a reason to defend decades of continued operation. The finished site still needs electricity, land, and tolerance. It can operate with few permanent workers without becoming a negligible neighbor.

Taxes can finance valued services, and suppliers can win lasting contracts. A few beneficiaries with money, organization, or privileged access to officials may exert more influence than a much larger workforce ever did.

A community can seem to have turned against technology even when its objections have not changed. The opposition need not gain a single member. The industry may simply have fewer neighbors who need it to stay.
