Before the Next Decision

An employer can call a workplace experimental after the people recruited to staff it have signed leases in a new city. By the time the trial is reviewed, the jobs they left may already have been filled. Calling something a trial may describe only the sponsor’s remaining exposure.

Funding may be released in stages. To qualify for the next stage, a workplace may have to be staffed or a building site made ready. The sponsor therefore asks others to do something difficult to undo before making its own larger commitment. What looks like caution inside your institutions can depend on exposure outside them.

This requires neither a secret clause nor a fraudulent promise. Everyone can understand that the venture may end. But knowing the risk does not give a recruit the same options as the employer. The recruit can preserve the old job by refusing the new one; the employer can test the new workplace while preserving its right to cancel.

A proposed development can impose the same sequence on a settlement. If occupied buildings are demolished before the next funding decision, a developer can cancel the next phase without restoring the homes. The project can remain unfinished after the displacement is complete. Its accounts may truthfully report that stopping prevented a much larger loss. They are describing the loss that still lay ahead of the developer.

Staging investment can reduce total harm, and the sponsor may already have substantial costs it cannot recover. Unequal exits alone do not establish unfairness: compensation can restore meaningful alternatives even when it cannot reproduce the past. Some trials preserve workable exits for everyone from the outset. The asymmetry depends on whose irreversible changes were required before the decision to continue, not on the mere existence of a trial.

Whether stopping is wise is separate from whether starting was reversible.
