The Keeper Becomes a Citation

Suppose a technician records a procedure in a manual. Every step and caution is faithfully preserved. A manager can now decide that unfamiliar equipment meets the stated conditions and order the work without consulting the technician. The manager may be right. The change is in whose judgment the work must pass through. The author’s name can even become part of the justification for excluding the author from the decision.

Copying knowledge can move control over access and use away from its keepers even when the copy is accurate. When obtaining an answer requires consulting someone, that person can ask what you intend, qualify the answer, negotiate its use, or refuse. Once the answer is available without them, consultation becomes optional. Their prestige can rise while their control diminishes.

Consider a ceremonial account that a community permits to be told only in certain seasons or to certain audiences. An AI system can reproduce it accurately, credit its source, explain the restrictions, and then give it to anyone who asks. It has not necessarily forgotten the rules. It has converted rules that governed access into information delivered alongside access.

An archive can still require community permission, and a manual the technician’s sign-off, but retaining these conditions requires arrangements about access or use, not merely accurate reproduction.

The keeper’s control is not necessarily legitimate. Bypassing it can be liberating: knowledge keepers can hoard, exclude, and make useful information conditional on obedience. A keeper can be right about a subject and wrong about who should be allowed to learn it. Whether bypassing a restriction is justified cannot be settled by checking a transcript for errors.

You have not preserved the rules governing access merely by recording what those rules were. The words can remain under the keeper’s name while their use proceeds under someone else’s rules.
