Evidence Before the Question

A record can become more useful without gaining a single detail. Your knowledge changes what you can ask of it.

You photograph an old textile because it is beautiful. Months later, another work makes you wonder whether they share a border pattern. The photograph lets you inspect a detail you had no reason to study at the time. Memory tends to retain what seemed important during the visit. A sufficiently detailed image can preserve what becomes important afterward. Neither you nor the curator writing the label had to anticipate the comparison.

A museum’s ban on photography need not prevent this. It may supply a better downloadable image than your phone could produce. But when no adequate copy is available, your new question may require another visit. Distance, opening hours, and permission enter the investigation again. The keeper need not dislike your question. A train fare can refuse it just as effectively.

An official data dashboard can offer dozens of ways to inspect results while withholding the underlying records. Its menus describe investigations someone anticipated. A perfectly accurate national trend cannot answer your later question about whether any districts moved in the opposite direction. With a downloaded copy of the underlying records, you can regroup the data, compare it with another source, or examine it after the interface changes. The designers need not have imagined your question for you to pursue it.

Privacy and rights can justify limits on copying without eliminating their cost to later inquiry. Nor is possession enough: records with unexplained columns may still require their keeper’s interpretation. A usable copy must carry enough context to remain intelligible when the people who supplied it are no longer available.

A record’s value cannot be measured only by its original purpose, because the questions that justify preserving it may not yet exist.
