Concrete Casts the Second Vote

Before a large project is built, it appears to decision-makers as a forecast: expected demand, estimated revenue, promised jobs, projected risks. When closure is considered years later, the same project appears as payrolls, contracts, tax receipts, debt payments, and careers. Construction has not merely consumed capital. It has created a constituency whose present interests depend on continuation.

You call money that cannot be recovered a sunk cost. This is different. Construction reorganizes current life. Contractors become operators, temporary offices become departments, governments write expected tax receipts into budgets, and nearby businesses adapt to the traffic. These are not memories of money spent. They are new costs borne by identifiable people if the project ends. Concrete cannot speak, so payroll speaks for it.

Nothing in this process requires a scheme. Each worker, lender, official, and business owner can be making a reasonable local choice. Deliberately distributing contracts across political districts may strengthen the effect, but lock-in needs no architect. The asymmetry arises on its own: approval is considered before the dependent constituency exists; cancellation is considered after that constituency can organize, testify, and vote.

A data center may be authorized because demand is forecast to rise. If that forecast later fails, closure can still threaten power contracts, municipal budgets, technicians’ careers, and loans secured against expected revenue. None of those threats is fictitious. They may outweigh the savings from closure, making continued operation the least costly present choice. But they establish the cost of transition, not the value of the facility’s output.

That distinction matters because the argument can change without anyone announcing the change. At approval, the question is whether expected benefits justify expected costs. Later, the case for continuation may consist chiefly of the injuries withdrawal would cause. Those injuries belong in the calculation, but so do current benefits, ongoing costs, and feasible ways to reduce transition losses. Otherwise dependency is being presented as evidence of performance.

The same sequence helps military bases, dams, airports, prisons, and public agencies survive after their original justification weakens. Their persistence need not prove corruption or irrationality. It reveals a temporal advantage: concentrated opponents of closure exist only because approval came first. Construction does not settle whether a project remains necessary. It changes who gets hurt by saying no.
