When Terms Acquire Brakes
Automated mobility turns terms of service into physical enforcement before any neutral review begins.

Reporting on a Waymo ride with teenage passengers says the company interrupted the trip and contacted police after alleged misconduct. Public accounts do not establish that the vehicle independently detected, judged, and prosecuted an offense; remote staff and separate cabin-monitoring systems may have been involved. But the institutional change does not depend on full autonomy. When a private service controls your physical movement, its terms can alter your surroundings before any neutral review occurs.
Digital platforms have long enforced private rules by deleting speech, freezing payments, or suspending accounts. Automated mobility adds a different power: policy can change your physical situation during the encounter. Monitoring produces a record. The provider classifies it under company policy. Vehicle control interrupts the trip. Logs preserve evidence, and a communications channel summons public authority. No single step is novel. Their integration gives one provider a rapid chain from observation to physical consequence.
This is not a courtroom beneath the upholstery. The absence of a courtroom is the point. The same institution defines the rule, receives the observation, imposes the first consequence, and retains the evidence later used to defend its action. There is no independent adjudicator between accusation and interruption. An appeal, if one exists, begins after the vehicle has already stopped.
A stopped ride is not an arrest. Passengers may be free to leave, and only public institutions possess the wider coercive powers of the state. A vehicle also cannot ignore an assault, a weapon, or a medical emergency in tribute to procedural elegance. Safety enforcement can be necessary and still be structurally important. Necessity explains why this arrangement will spread more effectively than any grand theory of corporate rule.
The pattern extends wherever a service joins monitoring to control of the surroundings: a building can revoke entry, rented equipment can disable a function, and an automated venue can summon security. These systems do not become sovereign. They become first-instance enforcers, acting before public law decides whether it needs to arrive.
The decisive migration is not from human judgment to machine judgment. Humans may remain throughout the loop. It is from rules enforced after an event to rules embedded in infrastructure that can intervene during it. What the fare includes is narrower than government and more immediate than ordinary contract enforcement: a privately designed consequence delivered before neutral review.
